My guess would be that the Netherlands still produces more food than required to feed its own inhabitants. They've learned, possibly as well as anyone, how to get more food from a given chunk of land than they could before. Certainly I have consumed a fair number of Dutch bell peppers.
I don't disagree with your comment about food production in lower-wage places, though.
