(Second thought, does it actually change the number? if I convert "0.11101" to decimal, isnt that the same as converting "11101" to decimal and placing it after a decimal point?)

Sydney

The Sydney graticule lies between -34,151 and -33,152.

Sydney is Australia's largest and oldest city, and is full of interesting places and twisted, hard-to-find streets. It is a rich cultural tapestry with hidden surprises lurking around every corner, waiting to be found.

In other words, it's perfect.

Sydney west

Sydney's vast urban sprawl has led to its occupation of two graticules (well, four really, but seriously, do we count Campbelltown? I think Wollongong can have the south ones). The western graticule lies between -34,150 and -33,151. This area also includes the Blue Mountains which are glorious in their own right. On days when the target falls in the Pacific Ocean, the meet can be officially held in Sydney's western graticule.

Of course the target might also fall on the Blue Mountains which are very pretty. (But note that many locations in the Blue Mountains will be harder to get to than locations out in the Pacific Ocean!)

Interesting fact

Sydney is so far ahead of NYC in terms of time zone that it's accepted to use yesterday's data.

I'm pretty sure that's not right. You convert from 0.206c010b0db51d78, not 206c010b0db51d78. There's a subtle but mathematically important difference. Also you seem to be adding the calculated decimal coords to -33, 151 rather than -33.5, 151.5 like you said. --Middlerun 03:26, 24 May 2008 (UTC)
