There is not much known about this graticule except that it's located in Gabon. The biggest "city" may be Franceville, but that's not for sure. It's quite possible that this is one of the places the internet can only be acessed via sattelite. Nevertheless there is a quite cool thing located at 1°23′40″S 13°09′39″E - the Oklo nuclear fisson reactor. The nuclear fission reactions took place approximately 1.5 billion years ago, and ran for a few hundred thousand years. It may be the first reactor ever constructed by mother nature.
