Oceanic Islands category already has a 'US Minor Outlying Islands' subcategory, which Johnston is under as of the last revision to this page (mine). This means Robyn's changes are effectively but not officially reverted. If anyone wants to flatten the category hierarchy, a discussion should be initiated in a public place on the wiki (geohashing:community portal is an obvious choice) so that official policy may be instated.
