The graticule’s area is mostly Russian territory, though Finland protrudes slightly across the E30° meridian and occupies 2.6% of the area. About 27% of that is border zone which is illegal to enter without special permission, and thus only 1.9% of the graticule is accessible in Finland. The border zone is clearly marked in topographic maps and in terrain, so entering it by accident is easily avoided.
The Russian border zone is similarly off limits and extends to E30.7° or so, so the very eastern parts of the graticule can be more or less freely explored in Russia.
