I can probably make one ribbon without needing the duplicate for the completer's ribbon (IE eliminate the need for 'User1 earned' and 'User2 earned' ribbons) but the wording will be changed and both expeditions will be listed in the ribbon contents. Something like:

Another Option

User1 and User2 earned A Tale of Two Hashes Achievement
by visiting {commonPlace} on {link to challenge report | date1} and {link to completion report | date2} respectively.
