Satellite shows it to be a playground in a development near Mill Creek, just off 3rd Drive SE.

Not a playground, but some sort of water feature (or waste reclamation area, heck what do I know?). Nice sunny day too, which is unusual for Seattle. My good friend Gary showed up to snap my picture and give me some ultra-cool Star Wars stamps - what a guy!
