Location
On the grounds of a "youth village" - basically a boarding school - near Netanya. Theoretically inaccessible but Google lists several businesses also located within those grounds, so maybe it's an open campus?

I have to do an art delivery and pickup in Tel Aviv. Netanya is not on the way to Tel Aviv. I will stop in Netanya anyway.
Expedition
I took the train to Tel Aviv, switched trains and got off in Netanya. Moovit said I needed to take one bus to catch another bus - with a leeway of less than a minute or two between them! - so this is what I did. My first bus was not delayed by traffic and I was able to board the second bus with no issue.
I got off at the stop near the youth village (on the side of a highway) and walked up the stairs. There I discovered: a large gate with a security guard. I gave him a brief description ("I have this app") and he said no.
"Is there anyone I can get permission from?"
"No."
"Okay, thanks anyways, bye."
I went back down the stairs, took the next bus from that stop to Tel Aviv, dropped off artwork, picked up artwork, and went home.
