Oceanic Islands category already has a 'US Minor Outlying Islands' subcategory, which Johnston is under as of the last revision to this page (mine). This means Robyn's changes are effectively but not officially reverted. If you/she wants to flatten the category hierarchy, a discussion should be initiated in a public place on the wiki (Community portal is an obvious choice) so that official policy may be instated. Then any changes can be more universal.
