While the dates of leap days are well known and quite predictable (unless some pope decides to cancel a few of them - but that happened only once in the past 2000 years anyway), leap seconds are only announced a few months before. See the wikipedia article for more information.

Since UTC has leap seconds it's important to use this clock. In 2017 GPS time was 18 seconds fast relative to UTC. Using GPS time, you'd be at the wrong coordinates.
