Hash Wobble
I've encountered this several times. I attribute it to refraction in the atmosphere caused by layers of air at different temperatures and humidities. This has been researched in relation to VHF and UHF radio communication and it's certainly a real effect. Cumulus clouds with rising warmer air seem to cause the effect. Sea breezes also seem to cause problems with cool damp air flowing under warmer dry air. Conclusion: if the hashpoint is just on the wrong side of a fence, try waiting for a wobble.
