Single Template
Could the challenge and achievement be made into a single template? We'd leave the old template in place so past achievements stay intact. I'm happy with your template text.
- user1 sets the challenge - this makes the first version of the ribbon.
- user1 (as before) and user2 meets the challenge - this makes the second version of the ribbon. The presence of user2 determines which text is displayed.

The problem with a single template is that there isn't a way to change the Icon based on the if statements from the action of the template. If someone knows how to do this, then that is really the only barrier.Unless, of course, we want to just remove the ribbon for the initial challenge and use the second ribbon for everything, that would also work.
