In the middle of the street in the 5100 block of S. 232nd St., in Kent. In a nice suburban neighborhood with houses nearly touching on miniscule lots. But, it is an option for making the "Speed Racer" achievement as the speed limit is only 15mph (you might even be able to do it on a bicycle!)

I made a quick visit about 1pm while on an extended lunch break. The 15mph speed limit made "Speed Racer" a breeze.
