According to Wikipedia, Birganj has a population of 112,484 (2001 census) and Bharatpur 117,162 (2005 census), with a few thousand more today since it is "one of the fastest growing cities of Nepal". So: Yes, it probably should. --ilpadre 06:43, 10 August 2010 (UTC)
