So, according to the satellite views of Google Maps, this hash point should have

been in the middle of a parking area in Washington Park.    I arrived close to the area
 +
and hit construction right away, so I looped around, thinking nothing of it.

But after circling 3 times around the area where the hashpoint should have been, looking for
 +
a roadway that was supposed to get me there, I finally realized that the huge construction
 +
site on the side of the road was probably right on top of the hashpoint and the surrounding
 +
former parking area.

I gave up and headed home.
