That means that Tuesday's hash will begin at 0000 UTC.  For New Yorkers this will be 2000 on Monday, but that should be fine because they will have until 2000 on Tuesday to finish their hash.  The whole world will operate according to UTC and thus everyone will always have a hash to go to.
